Job Description

The Client is looking for a Data Analyst with 11 years of experience managing data pertaining to the different medical, nutrition, and financial subsidies managed by the Client system. The Data Analyst will play a critical role in supporting the work of the Client Program Administration, Executive Steering Committee, and Client Stakeholders under the aegis of the Client Chief Data Officer.

Responsibilities

Operational Oversight

  • Oversee the life cycle of Client data, including defining and implementing policies and procedures for day-to-day management (intake, storage, processing, and transmission).
  • Define and document data and terminology in a relevant glossary, ensuring each critical data element has a clear definition.
  • Develop and implement strategies to assess and develop rules to maintain the quality, integrity, and reliability of data.
  • Coordinate cross-agency efforts to ensure official agency records requirements, privacy, and security requirements are met.
  • Ensure data issues, needs, and requirements are documented.

Data Quality

  • Establish data-quality metrics and requirements, including defining acceptable values, ranges, and parameters.
  • Collaborate with the Client Data Research, Analytics, and Management team to establish procedures for the detection and correction of data-quality issues.
  • Evaluate data quality, identify anomalies and discrepancies, and implement corrective measures.
  • Coordinate with program teams and stakeholder agencies to ensure the quality and integrity of data elements (content and metadata).
  • Facilitate the creation of data standards based on business rules, data access security requirements, and retention of legacy data.

Privacy, Security, and Risk Management

  • Establish guidelines and protocols to ensure privacy controls are enforced.
  • Compile retention, archival, and disposal requirements and ensure compliance with institutional policy and regulations.
  • Establish and implement data curation practices to ensure the life span of data is commensurate with requirements.
  • Review agency and interagency data-related work products.

Policies and Procedures

  • Define policies and procedures for access to Client data, including authorization criteria.
  • Evaluate suspected or actual breaches or vulnerabilities in confidentiality, integrity, or availability.
  • Monitor and analyze the application of federal, state, and local data requirements and standards.
  • Coordinate with stakeholder agencies to interpret business needs into applications and derive data requirements.
  • Present findings and recommendations to leadership and the Executive Steering Committee regarding improvements to operating practices, accountability, or transparency.

Requirements & Skills

Required Experience

  • 11+ years planning, coordinating, and monitoring project activities.
  • 11+ years leading projects, ensuring compliance with established standards/procedures.
  • 8+ years experience with ETL tools (Design, Develop, Analyze).
  • 8+ years as a senior/lead data analyst for large data sets and multiple interfaces.
  • 8+ years hands-on experience in different file transfer methodologies, file types, and layouts.
  • 8+ years delivering Business Intelligence solutions.
  • 8+ years writing functional, technical, and performance requirements in a software development environment.
  • 5+ years experience with Tableau, dashboard design, and development.
  • 5+ years working knowledge of Microsoft Visio and the full MS Office Suite.
  • 4+ years strong experience in Healthcare Data.
  • 3+ years experience with Curam software (V6 or higher; database-centric work highly desired).
  • Bachelor’s degree in IT or related field or equivalent experience.
  • 11+ years hands-on Systems/Software Development Life Cycle (SDLC) experience (Highly desired).

Preferred Skills

  • Knowledge of data management principles, concepts, and practices.
  • Knowledge of human services and health care programs.
  • Ability to work with multiple agency stakeholders.
  • Familiarity with public policy issues related to human services data.
  • Excellent written and oral communication skills.
  • Knowledge of statistics and/or research methodology.
  • Ability to drive business, culture, and technology change.
  • Experience with government entities is preferred.
