1. Introduction
The NATO Communications and Information Agency (NCIA) is dedicated to acquiring, deploying, and defending communication systems for NATO. The Cyber Operations Management System (COMS) demonstration is a high-priority task aimed at:
- Building a mock-up environment on the NATO Software Factory to replicate existing COMS functionalities.
- Capturing requirements and demonstrating current capabilities to industry stakeholders.
COMS supports Cyber Incident Response and Defensive Cyber Operations and is a critical component of the NATO Cyber Security Centre (NCSC) and the future NATO Integrated Cyber Defence Centre (NICC).
2. Performance Requirements & Deliverables
D1: Mock-up of COMS NR/NS Environment
- Task: Build a mock-up environment simulating current COMS NR and COMS NS, including Atlassian JIRA, Confluence, and all plugins.
- Due Date: 60 days from Base Period EDC.
- Payment: 40% of contract value upon completion and signed Delivery Acceptance Sheet (DAS).
D2: Identification and Documentation of COMS Requirements
- Task: Capture functional and non-functional requirements in a NATO AQAP conforming format.
- Due Date: 45 days from Base Period EDC.
- Payment: 20% of contract value upon completion and signed DAS.
D3: Video Demonstration
- Task: Produce a recorded video (1920x1080p, H.264/AVC) demonstrating the requirements identified in D2.
- Due Date: 70 days from Base Period EDC.
- Payment: 20% of contract value upon completion and signed DAS.
D4: Live Demonstration
- Task: Present a live online demo of the COMS mock-up environment for industry engagement.
- Due Date: 100 days from Base Period EDC.
- Payment: 20% of contract value upon completion and signed DAS.
3. Contractor Qualifications
Personnel Requirements
- NCIA expects a team of 3 persons to meet the delivery timeline.
- The Project Manager must hold a NATO SECRET security clearance.
- All other staff must be authorized at the NATO RESTRICTED level.
Required Experience and Skills
- 5+ years of Atlassian JIRA Datacenter administration.
- 5+ years of Atlassian Confluence Datacenter administration.
- Prior experience working on the NCIA COMS Environment.
- Excellent knowledge in scripting languages (e.g., Bash, Python).
- Excellent knowledge in deploying solutions on Microsoft Azure.
- Excellent knowledge of Java, Groovy, and ScriptRunner.
- Strong experience in dynamic content management and integration between JIRA and Confluence.
- Strong experience in managing metadata in Confluence, Office, PDF, and SharePoint.
- Strong understanding of JIRA and Confluence at the database level.
- Experience with Linux server management (preferably RedHat).
4. Project Logistics
- Coordination: Reporting mechanisms will be defined during the kick-off meeting.
- Travel: No travel is expected. If required, costs are included in the overall contract price.
- Purchaser-Furnished Resources:
- Funding for access to the NATO Software Factory.
- Up to 3 laptops for accessing the NATO Software Factory.
- Technical support (1 hour per working day).
